Finally I found it after I registered as Plugin project member. What's a strange and stupid things!
Why is this strange and stupid? The 5-way navigator is a proprietary feature of devices from Palm Solutions Group, so it makes sense that the description of the APIs and keystrokes would be part of the Palm SG developer program, not the PalmSource "generic" Palm OS SDK.
