The Threshold filter works by selecting cells that have cell data in the selected range. If you're requesting to do thresholding on a point data array then it will use the point data to cell data filter to create a cell data array and threshold on that. With this, it's very unlikely that any cell data ends up with exactly a value of .1. It sounds like what you want is to use the Contour filter on your rad array.
