Given the feedback in the other thread [0], I was planning to rewrite this patch to create a MAINTAIN privilege and a pg_maintain_all_tables predefined role that allowed VACUUM, ANALYZE, CLUSTER, REFRESH MATERIALIZED VIEW, and REINDEX.
