Ask your dba (database administrator). If you have oracle, he would be able to give you this oci8 client (located on the oracle cd). Or, you can download from http://otn.oracle.com/software/content.html the entire oracle 8 db (500 Mb!!). The oci8 client is inside of it. AFAIK, it is impossible to find only the client.
