There's the always_populate_raw_post_data configuration directive and the $HTTP_RAW_POST_DATA. Have you tried that? I recall being annoyed that "always" doesn't actually mean always, but I can't remember the exact scenario. Perhaps it doesn't populate that variable when the Content-Type is application/x-www-form-urlencoded, and it does in all other cases. Hope that helps.
