A bug with this information is available upstream: https://github.com/crosswire/xiphos/issues/834 As to the question you ask, whether it's OK for you to file a removal bug, I'd say that I am not the person to answer this question, but that the actions taken or not taken by Xiphos upstream, determine the answer to your question. That is, if you need to go ahead with removing the old webkitgtk from Debian, and you are blocked by others, and you have informed them several times, then I'd say, as my personal few cents worth of view, that nobody should prevent you from getting ahead with the intended removal. But I am just submitting my own view, perhaps others have other views.
