The nice thing about doc-base is that I can then install dwww (or
something similar) and serve up the documentation to the entire
organization.  Personally, I don't think it is that big a deal as it is
just one file (debian/doc-base) and it is automatically handled by
dh_installdocs.  However, you as the maintainer are free to choose.
