Hi, I do not know how to explain, but I agree with the reporter: even if it is not a standard place for Rotate, I strongly feel that it belongs naturally to the View menu...
In fact, evince is a VIEWER, and actions which affect the view, like Rotate, fit inside the View menu... Finally, if Edit contains actions that "edit" the document, then all the Go menu items should be moved to Edit; the same for most of View menu items (zoom in/out), which are remembered between sessions.
