Hi,

Javahelper seems to be getting confused by javadoc in a couple of
packages, but only on Java 9. The javadoc appears* to build correctly,
but javahelper gets towards the end then fails to find it:

...

...

Currently known affected packages:
 * jcm
 * pirl
 * terraintool

If this is a bug in packages, please update the wiki as more packages
might show this error after other problems are fixed; I know I've seen
this error in at least one other package:
