This package fails to build with default-jdk pointing to openjdk-9-jdk, although it would probably be easy to fix. The package has been superseded by multiple versions of icu4j, all of which are still in the archive. The only rdepend is a Recommends: by liblucene2-java, which I also hope to RM: https://bugs.debian.org/875401 The package appears to already have been RM'd, I don't really understand why it came back into the archive: https://bugs.debian.org/657305 Can we RM it again, and hope it stays dead this time?
