ant is upgrading the -source and -target options passed to javac and javadoc such that they are a minimum of 1.6, to fix projects compiling with Java 9. However, javadoc in Java 9 has become more picky, and requires there to be no source errors (including the classpath being correct), by default. There is a (hidden) option in Java 9 (and currently in 10) to disable this behaviour and revert to the Java 8 behaviour of just warning: --ignore-source-errors.
