The patch for that issue, https://anonscm.debian.org/cgit/pkg-java/maven-javadoc-plugin.git/tree/debian/patches/openjdk-9-javadoc-path.patch , is using "is exactly JDK9", and apparently needs to be "is at least JDK9".
