They somewhen probably got it from somewhere (testing? unstable?) when it existed. As they always do. (And it's at least for me not in any way on-topic here. This is a Debian list. Ask at Ubuntu. But probably they will have a similar policy for their "server" thing - I don't need to understand why that one contains blender at all, but...)
