Hey, David.  Thanks so much for the prompt response.

I in fact just found that file a few minutes ago:

servo:~ 0$ ls /lib/udev/rules.d/60-libgphoto2-2.rules
/lib/udev/rules.d/60-libgphoto2-2.rules
servo:~ 0$ 

I had forgotten that /lib/udev/rules.d is where system rules were being
installed now.  I should have looked there first.

However, this still leaves me with the problem that the device is not
created with the proper permissions, leaving me unable to access the
camera.  I'll open a new bug about that.
