With one of my last commits [1] I've introduced a new command
'refresh_keys' into the cron job file, which refreshes keys of list
subscribers from the keyservers.

However, the order is wrong: schleuder should first refresh the keys,
and after this check for expiry etc.

Also, because of '&&', the keys are currently only refreshed if checking
these was successful, which is not what we want to do.
