We don't know yet if the time is spent in the initramfs or systemd.
That's why I asked for removing the quiet flag. This will give you an
indication when systemd starts.
And alternative could be, to attach the output of systemd-analyze and
"systemd-analyze blame" when such a long fsck happens.
