Yes, I do not encounter any issues with the journal.

I do not think so, besides 'Storage=persistent' (which I also use on
my desktop, without this issue).

During debugging I rebooted several times and on one occasion this
issue disappeared.
Also 'systemctl daemon-reexec' seems to fix the issue.

Might this be a startup timing issue in combination with SELinux,
auditd, kvm virtualization ...?
