There is an ongoing discussion of this in bug #484656 and 
debian-de...@lists.debian.org.  Not all package maintainers are willing to 
supply .desktop files and therefore create menu entries in the xdg menu, for 
packages with debian menu entries, because .desktop files are not in policy.  
This means the main menu is incomplete.

While the debian menu is available as a submenu that is suboptimal because you 
either have to look in a second place if you don't find it in the main menu, or 
always look in the submenu, which begs the question of why the main menu is the 
main one.  The debian menu is the system defined in policy and is canonical; 
every package that has menu entries has them in debian-menu.

I am especially interested in this because I will, after lenny, be putting 
together a number of systems for new users of xfce, and I think the two places 
to look (or not finding the program at all because they don't know to look in 
the Debian submenu) situation should be remedied before then.  I know that it 
is an easy fix, just a matter of swapping two lines in the menu definition file 
(/etc/xdg/xfce4/desktop/menu.xml ? )
