I don't know why it doesn't work for you. The version of Tk looks recent enough. As I mentioned before I don't see this problem using the script in your initial message, it works fine both with and without changing the size of the window. You could try installing Python 3.10.1, which should get you the exact some binary and Tcl/Tk version as I'm using. That might fix the problem. Btw.
