You should try to contact the maintainer, and find out if they are planning an update, but missed CRAN's schedule. If not, then you should
volunteer to take over as maintainer.

Being a maintainer doesn't require much work for the minimum necessary work: you just need to fix issues as they arise in CRAN checks. It usually doesn't require much expertise: if an issue arises that you don't understand, then people on this mailing list are likely to be helpful in fixing it. Of course, if you are maintainer you can do much more than that, but it's your choice.
