[MINOR][CORE][DOC Fix description of FilterFunction
## What changes were proposed in this pull request?
This PR fixes the wrong description of `FilterFunction`.
```
- * If the function returns true, the element is discarded in the returned
Dataset.
+ * If the function returns true, the element is included in the returned
Dataset.
```
