[SPARK-17800] Introduce InterfaceStability annotation definition
## What changes were proposed in this pull request?
This patch introduces three new annotations under InterfaceStability:
- Stable
- Evolving
- Unstable
This is the first step towards switching over to a new API stability
annotation framework.
