    The package build was failing for a while, but the docs build has a 
probably-related new error:
    
    ```

    can only be stored to disk unencrypted!  You are advised to configure
    your system so that Subversion can store passwords encrypted, if
    possible.  See the documentation for details.

    '/home/jenkins/.subversion/servers'.

    Was this expected and needs a Jenkins config change, or not expected?
