[SPARK-23847][FOLLOWUP][PYTHON][SQL] Actually test
[desc|acs]_nulls_[first|last] functions
## What changes were proposed in this pull request?
There was a mistake in `tests.py` missing `assertEquals`.

Fixed tests.
