What if a current RPM version complained about a package created w/o the tags?
It's already possible to generate them by simply using an older RPM version, so
I don't really see how "latest RPM always creates them" guarantees this feature
any more than latest RPM if patched to allow creation of RPMs w/o the tags.
This is legitimately breaking some people's current workflows, as they do devel
work on a current Fedora system, then need to put resulting SRPMS onto an older
system. Sure, you could get around this with containers, but that's the same
way someone could just as easily omit the tags. Basically, it's already a
feature you cannot rely on, so there's really not much harm in taking Denys'
suggested changes in, no? It's not needed "for all time", but there ARE
distributions still shipping and supported that cannot use rpms generated by
the latest rpm.
