It seems this is related with

9879ff4e0c Trac #33936: Remove runtime dependency on sage_docbuild 
introduced in #33763

Really, there should be the file src/sage/misc/sagedoc_conf.py. The message 
above says it  is not there. Check it out.

I had no problem in upgrading from beta3 to beta5.
