With Qi - yes (unless you recompile Qi with other boot options).
With u-boot - no, but you have to add loglevel=0 splash to bootargs.

Can default Qi be rebuild that displaying the splash screen is
independent from where you boot?

If you are using SHR from microSD an Qi, you can use that bootsplash
when whole system is booting just in just 2 steps:

Execute: opkg install shr-splash-theme-dontpanic
Open /boot/append-GTA02 file and add splash to the end of line.

Reboot and you will see boot and shutdown splash screen, which doesn't
slow down anything :)

You can also use another theme:
opkg install shr-splash-theme-simple

But remember - to use one theme, you have to uninstall second theme
before installing new one.

BTW. Just for my huge ego: -simple and -dontpanic splashes (and whole
shr-splash idea) are done by me ;)

For what it's worth, the console banner is visible during suspend and
resume transitions.
