Re: [Debconf-team] DC16 Decision Meeting - Second take

2015-02-13 Thread Gunnar Wolf
Hi Stefano,

Thanks for the succinct update report!

I got a question on this; it might have been addressed already, but
I'm only noticing it now:

 * Fleshed out the exchange control laws section.

This section now says that basically all attendees can enter without
worrying about their personal money. However, what would it mean to
DebConf's operative money? We work with quite a high budget, and we
receive (and spend) it throughout many months. Also, that transfers
over R1m have to pay 10% tax. What would this mean for our finances?
10% tax on all money we use for paying expenses in South Africa?
(i.e. most of our budget, aside from travel sponsorship)

Thanks!

PS- Just as Tássia asked: Montreal team, can you provide a similar
update summary?

Hi Gunnar (2015.02.13_19:23:04_+0200)
This section now says that basically all attendees can enter without

Yes, I mentioned exchange control, because it may affect the conference
organization, but of course, people then panic. It really shouldn't
affect attendees.

However, what would it mean to DebConf's operative money? We work with
quite a high budget, and we receive (and spend) it throughout many
months. Also, that transfers over R1m have to pay 10% tax. What would
this mean for our finances? 10% tax on all money we use for paying
expenses in South Africa? (i.e. most of our budget, aside from travel

These aren't hard and fixed taxes, as far as I know. Large transfers
require reserve bank approval, and that may be contingent on a tax. I'm
fairly sure money coming *into* the country won't be an issue, it's
moving it out, that concerns the reserve bank.

I think we'd want to avoid having Debian make a loan to DebConf, that
has to be paid back, from funds raised in South Africa. If we need a
loan within South Africa, for cash flow, it may be cheaper not to get
this from Debian.

Obviously we'll take more financial advice, when we are committed to
hosting the conference.

But I'm suspecting, that if we can keep transport bursaries out of the
country, and we only have to deal with other expenses, we should go
under the reserve bank's radar.

We should also not expect to be able to make instant international
transfers. Some times they will be immediate, sometimes they may take a
few days.

The DebConf Infrastructure team requests a new pseudo-package,
summit.debconf.org, for use in tracking bugs, feature requests and so
forth for DebConf's instance of the Summit conference management
 system.

In order to create the psuedopackage, I need the

1) name of the psuedopackage

Presumably, that's summit.debconf.org in this case.

2) a short description of what the pseudopackage will be used for
(suitable for inclusion in https://www.debian.org/Bugs/pseudo-packages)

3) The e-mail address of the maintainer of the psuedopackage who will
receive mail related to that mailing list

I also like to see an example existing bugs (or e-mails which would have
been/will be turned into bugs) which will be reassigned to this
pseudopackage once it is created. This is primarily so that I know that
the pseudopackage will be used.

Finally, I must note that the name of the psuedopackage will never be
available for a Debian package in the archive. [Given the name chosen,
that seems fine.]

Hi,

After a meeting that went very well, showing that we had two very
strong bids, it was decided that Cape Town will host DebConf in 2016.
