This is an upstream issue. These python libraries do have code
dependencies on each other.

There is a circular dependency between python3-defcon, python3-fonttools and 
python3-ufolib2:

python3-defcon  :Depends: python3-fonttools (>= 4.26.2)
python3-fonttools   :Depends: python3-ufolib2 (>= 0.12.1), python3-defcon 
(>= 0.6.0)
python3-ufolib2 :Depends: python3-fonttools (>= 4.29.1)

Complex circular dependencies are known to cause problems during upgrade, so we
should try to avoid them.
