The issue with procmail is that I packaged the long awaited 3.24 version from the author, but it had a regression (Bug #1028356). Because the release was close, I raised the bug to "serious" to prevent the migration. Downgrading the bug and letting the package migrate to testing would probably fix this bug you have just filed, but somehow I feel that the current version in trixie is still "better" than the version in sid, so I don't see how that would improve anything from the point of view of the end user. Your package src:procmail has been trying to migrate for 165 days [2]. I know that's mostly because of the freeze, and thanks for not having the RC bug slip into bookworm. But now after the release, it's time to look at it again. If a package is out of sync between unstable and testing for a longer period, this usually means that bugs in the package in testing cannot be fixed via unstable. Additionally, blocked packages can have impact on other packages, which makes preparing for the release more difficult. Finally, it often exposes issues with the package and/or its (reverse-)dependencies. We expect maintainers to fix issues that hamper the migration of their package in a timely manner. procmail is a key package, so it will not be autoremoved.
