Hi Steve,

The behavior you refer arised from the bug where user with no internet access 
could not use Kodi in his preferred language.
Maybe the proper way to deal with such contradicting situations is to split the 
langpacks into separate packages but tracking new languages needs to be 
automated.

Another way is to allow marking the addons as "uninstalled" in the user 
profile. They will not clutter your addon space and will not update themselves 
in your $HOME/.kodi profile but will reside in /usr/share/kodi/addons. Not sure 
if it's possible with minimal efforts but will ask the colleagues at Team Kodi 
who maintain addon subsystem.

Dear Maintainer,

Kodi will auto-install 77 (assumedly all) language addons automatically.
I am unable to remove them in the kodi addons interface, only disable
them. Uninstall is grayed out. If I try to delete them from ~/.kodi,
they just auto-install themselves again. I'm only interested in one
language addon, en_us and the rest really clutter the addons menu. 
I can't find a setting anywhere to choose or stop this.

Steps to reproduce:
1. Use Debian bookworm
2. apt install kodi (or use gnome/kde installer)
3. open kodi, go to addons, watch it auto-download 77 languages addons.
4. Choose any of them, see that uninstall is greyed out.
5. quit kodi
6. rm -rf ~/.kodi/addons/resource.language.XXX (pick one as an example)
7. start kodi again, watch it re-download the deleted language addon.

Expected behavior: Kodi either only installs my default language (en_us
for me), or at least allows me to remove the other ones. I believe this
is how it behaves in other distros.
