I'm happy to report that the issue appears to be resolved in the current
124.0.6367.78-1~deb12u1. (I did not test 124.0.6367.60.)

Some additional info that I meant to send in earlier:

* I was able to work around the problem in 123 with "--use-gl=egl".
  Even now, with 124, I get "MESA: error: Out of instructions"
  messages on the terminal when this flag is removed (but video now
  works either way).

* The video adapter is listed as a "VGA compatible controller [0300]:
  Intel Corporation Mobile 945GM/GMS, 943/940GML Express Integrated
  Graphics Controller [8086:27a2]", on a Lenovo ThinkPad.

* This is a different and much older bug, but I've observed that some
  Web sites show visual artifacts in chromium on this particular system,
  and --use-gl=egl also cleared those up. I think the issue may be that
  the driver for this specific hardware is buggy, and affected users are
  better off using the alternate GL implementation. (I can provide more
  details if this is of interest.)

run it to confirm that it can still play video correctly. In fact, I
have 122 and 123 running side by side, with one working and the other
spewing errors.
