Bug#500685: dh-make-perl: Checks ./debian too late in the process

After a long search using apt-file dh-make-perl stops due to the
existence of ./debian. This check for an existing debian directory
should happen earlier to avoid a long wait for nothing.

Can you explain the use case a bit better?  Why are you running
dh-make-perl in an already debianized directory? Are you using
--refresh?

Good question, but in general I agree with the bug reporter that
there's not much sense in first running all the extract_* procedures
and then 'die' anyway.

It was simply a mistake :-) I wasn't trying to do anything special,
just forgot to remove the old hand-written ./debian before running
dh-make-perl to reset everything from scratch. I wasn't looking for
refresh behaviour, rather replace/restart.

Heh, that would have been my guess :)
(Been there, done that, too.)

I'm committing a small change to our SVN repository that moves up the
check a bit.
