It's a completely different function. For example, it is not possible to have it ask for a password when connecting to a share or it is not possible to connect to a share which is not advertised on the local ethernet segment. I guess I can manually set the binary suid root in my debian-live images until a fix is available. In the next upload, cifs-utils will not support running suid at all, per upstream. Then I should stay clear of that upload I guess as there is no way to mount cifs shares as user after that in Debian. Actually, I agree that the current NEWS entry needs to explain the consequences of the change and present the recommended alternative (I think I voiced this concern on IRC) - just not *dpkg-statoverride* as that recommended alternative.
