the copyright information which needs to be verbatim includes also the
licenese grant. Therfore is your d/copyright not verbatim as per
policy...

There seems to be no problem:

   # apt-get source smartmontools
   # diff smartmontools-6.3+svn4002/COPYING 
/usr/share/common-licenses/GPL-2


outputs no difference. The upstream copyright and the full license 
referenced are **exactly the same**. Verbatim. Word for word.

Attached find a debdiff and a git-diff to add the or (at your option) any later
version clause to debian/copyright.

The debdiff is created using HEAD in git as the original package (so probably
