It's hard to tell because the reference numbers change when the document changes, but I think it referred to this: http://live.debian.net/manual/en/html/about-manual.html#39 I propose we link to about-manual.html and drop the reference#, or better yet, add a named link for how to contribute in the manual itself to make linkages like this stable.
