Ahh! And I was digging in the manual itself looking for it. :)

Numbered chapters were replaced with named chapters days ago. This page
isn't in the manual itself and the link is not automatically generated
by the doc system, so it got missed. I haven't time to fix it
immediately, but if you'll read the front matter of the manual, you'll
find how to contribute.

It's hard to tell because the reference numbers change when the document
changes, but I think it referred to this:

I propose we link to about-manual.html and drop the reference#, or
better yet, add a named link for how to contribute in the manual
itself to make linkages like this stable.

Well, that link *is* in a sentence saying how to contribute to the
manual. Where's the confusion?

As for contributing to the project, that's a broader, less easy to
define question ... What are your areas of interest? Or are you talking
about ways other than code?
