Still unfixed, as release is approaching it appears critical to fix the issue.
Seems that other distros with same version like Gentoo are not affected.

Note that polish translations are not affected as well, so there's something
wrong with French translations on Debian.

kdeinit actually makes gwenview work for me

it looks like this is fixed in plasma-framework 5.28.0-2. I'm sorry I can't 
tell you which part of it fixed it, but now I can use the mentioned key 
combination.
