Yes, safe boot boots correctly and that is where I did the dmesg.
Is there anything I can try to help eliminate possibilities?

  Booting with UB 24.04 CD on Thinkpad T510.  Budgie graphics are missing on 
boot, just test "Ubuntu Budgie 24.04".

  I have a Thinkpad T510 dual boot windows and Ubuntu Budgie 22.04

  Booting the 24.04 Ubuntu Budgie livecd, I notice that instead of the nice 
desktop graphics for Budgie I get a text line saying Ubuntu Budgie 24.04. Then 
when the desktop finally loads the liveCD locks up tight. Only a hard reset 
works.
  I have tried the Ubuntu 24.04 beta with same results.
  If I take the boot option "safe graphics" the live cd session loads correctly 
and does not hang.

On battery, for example, battery says 40%.  Close lid of laptop and then plug 
the laptop into AC.
Open laptop on AC and applet still says 40% and gives no indication of being on 
AC.  Disconnect AC and reconnect AC no change.  The applet uses Upower to 
respond to battery events. So whatever is feeding Upower isnt being updated 
after a resume.

This bug is dependent on screen size.  In my situation, my laptop
display is 1366 x 768.  However, on monitors with higher resolution the
problem is not evident.

OK, I had to go back and think about this for a moment  since I am no
longer on 17.04.  I have tested this issue on both Ubuntu as well as
Ubuntu Bodgie, both on 18.04 and the same thing is happening with
Nautilus as the default.

To duplicate the issue, take the desktop file below, save it to the desktop as 
calendar.desktop.
Then, right click on the file.  You should be able to open it with gedit.  
However, if it loads, gedit is empty or contains the last buffer from the 
previous file edited.  You can't set permissions on the desktop file with a 
right click e.g. set it executable.

  This happens in both budgie and gnome shell on 17.04. If you change
  the file name from calendar.desktop to calendar.txt it works
  correctly.

  Secondly, if you look at the permissions for this type of launcher,
  you get the message "The permissions of "ServiceLogin" could not be
  determined."
