I did see that on PBS Newshour here in the U.S. last night that HK police were 
using water canon with blue paint to mark the protesters.

But right now it seems like a moment where things might bit at
a Tit-for-Tat like Go game.

Marking the police rather than reverse.

My university UCSD (University of California, San Diego) has been developing 
over the last few years "Visual Cortex on Silcon" project funded by the Mind’s 
Eye DARPA project. Tagging that captures the movements of the targets. The 
scenario promoted and played out by Voxtel Corporation, a firm in Beaverton, 
Oregon, that has won a US Air Force contract as well is to develop a 
drone-based tagging system. Voxtel makes tagging materials—taggants—that can be 
used to discreetly label vehicles carrying smuggled goods, or people who are 
involved in civil disobedience or attempting to cross international borders 
illegally.

So I am not surprised by the use of nano-dust or micro-dust to tag folks in 
resistance.

Perhaps Umbrella's that have fans that can push the taggants back up or 
Umbrellas with vacuums or hazmat suits that can rip away quickly.
