Ah - i didn't even notice the confusion: Cabal (the library) and cabal-install 
(the tool) are not released in lockstep. The cabal-install-3.6.0.0 release is 
coming next week, and is currently in review.

Please do share, as a comment on the PR or the main issue, the results
of your testing, whether negative or positive. We are deferring the
merge to a point release, in particular, because only a few people
tested the hack.

Hey Tom,

The 3.6 branch was feature frozen by early Summer, so 7493 didn't go in to it 
afaict. However, if there's a reasonable fix, I see no reason why we can't 
backport it to a point release for the 3.6 series. I'll discuss with Mikolaj 
and we'll see what we can do :)
