On top of [~dbtsai] comment, to be clear, the scope of this JIRA doesn't 
include ancient resource managers like Mesos(deprecated in Spark)  or 
YARN(because Apache Spark still supports Hadoop 2), [~Tagar].

We are going to focus on only `Spark Standalone` and K8s Resource Manager like 
SPARK-39490.

If there is any IPv6 issue in Hadoop client side, we might hit it once we get 
Spark fully working on pure IPv6 env. We will test it once we get there.
