Everyone, I apologize. This was caused by a configuration mistake on my
part.
Updating amdgpu-dkms to the latest version resolved the issue.
I obtained the latest amdgpu-install from
"https://repo.radeon.com/amdgpu-install/23.40.3/ubuntu/jammy/; and ran
"amdgpu-install --usecase=dkms".

Note: Newer than this version will not recognize the HDMI Display and will
give a GPU not found error in rocminfo.
