Most towns do NOT do this.
Laws which govern Open Town Meeting towns are the determining factors.
Perhaps all who want to come up with some new concepts should get together,
like LRHA, and research and propose to the town.
That would be really instructive and constructive.

March will have a ballot, in addition to the TM vote -to approve the $$ for the
Community Center.
One could skip TM and simply vote at the ballot box the following Monday.

Again, I urge all who are interested in this issue to form a study group and
see what options are available.

Re: [LincolnTalk] HCA & Codman Road

One question is for what funds would we become ineligible if we do not comply.
The initial funds were monies we never got anyway. Then Andrea Campbell listed
several other state funding sources that would be unavailable to communities

I agree with including "Not Comply" as an option to vote on. What do we gain
by rushing to comply with the state's guidelines? Has anyone done a real
cost-benefit analysis for Lincoln residents if we increase census to these
numbers--including increased costs for services such as fire, police,
ambulance, and roads? What do we lose from the state regarding funding if we
do not comply or delay compliance at this time?
What will be the costs of increased taxes to an already burdened town? What do
we lose in property values if we destroy what makes Lincoln special--the
conservation land, hiking trails, wildlife, farmlands, less traffic, and lower
housing density? We still will not gain from affordable housing.

My husband and I would vote "No Comply"!!

Route 2 can certainly support much higher volumes of car traffic than Lincoln
road but it's not an infinite traffic sink. Regional traffic including on Route
2 is increasing and Boston apparently now number four in the world for
congestion ref https://inrix.com/scorecard/. Especially if neighboring towns
similarly zone for car-dependent developments then driving commutes will
continue to get worse -- not just on Lincoln Road but on Route 2 and elsewhere.
I'm definitely not opposed to analyzing the impact on specific hotspots like
five corners, just pointing out that if your goal is to minimize the inevitable
increase in rush-hour car traffic that accompanies new housing then it seems
paradoxical to support housing where people have no choice but to drive for
every trip.

In the short term, putting housing units in places that allow residents to walk
to stores and take a bus or train to work reduces traffic even if it only
starts off displacing 10% of car trips compared to a similar quantity of
housing along Route 2. And in the longer term, even if you believe that the
displacement will be negligible today, this provides a safety release valve
that allows additional trips to shift to alternate modes as regional traffic
gets worse (likely) or walkability/transit gets better (maybe).

That's why resigning ourselves to car-dependent development in an attempt to
minimize traffic in a specific neighborhood or intersection seems penny wise
and pound foolish to me. Even if it makes the local impact less acute it makes
the broader problem more entrenched and when we repeatedly apply this logic

Karla, Andy and those so inclined - and still interested -
Has anyone made an attempt to look at increased capacity/demand of COA, LEAP
and Parks and Rec due to the proposed Town Rezoning?
The Rezoning Deck posted earlier this AM includes a chart on LPS School
Enrollment - demonstrating what could be absorbed within current # of class
sections and within the space limitation of (1) additional section per grade. A
majority of the allowable increase can be absorbed within the current number of
class sections - 187 of a 267 total.
Beyond debate and disagreement about numbers, perhaps a larger lesson to be
gleaned is that the school project smartly has been right-sized for additional
future capacity. Given the proposed zoning changes - that additional demand
should be at least a point of discussion if not be outright factored into the
Community Center programming.

The issue at hand is that the town census shows 600 (~40%) more seniors than
the US census for all of Lincoln. Hanscom does not affect that.

More importantly, the Hanscom discussion does not change the fact that the CCBC
is not being forthcoming about sources. The CCBC said, in writing, and I quote:
“The CCBC has used the Town Census numbers for every town, to ensure full
comparability”. That is simply not true. Regardless of Hanscom or not, the CCBC
benchmarking is using different sources for other towns and not for Lincoln.
They used the *lower* numbers for other towns from one source and the *higher*
numbers for Lincoln from a different source. At the very least, there should
have been a caveat explaining this.

I would also note that, given the upward bias of a town census, due to the
methodological issues I describe in my previous post, there is little reason to
believe the ACS is a less accurate population measure.

By using the higher numbers for Lincoln but lower numbers for other towns, it
seems like we’re trying to justify a center bigger than our needs. If we add
this to the fact that the COA refuses to provide attendance data, we
dramatically increase the probability that the town will be building another
building that is way too big for our real needs.

I am strongly in favor of separating out the costs for upgrading the Leap

$3,000,000 needed to do this work. Reducing the size of the Community Center
because we have to include this unforeseen project is not fair. I can see that

Dear LT,

I am posting my personal views, not as a member of the Town Planning Board, but
as one resident of this unique town. I want to thank the Community Center
Building Committee and the Architects for their hard work for our Town over the
last several months. However, after listening to the Community Center Building
Committee’s Forum last evening, it has become very clear to me that the Town’s
vision to improve facilities for the COA cannot be accomplished on the school
site as “selected” by residents of the Town a few years ago. We hired excellent
architects who have listened to the committee and the public now for several
months and have come up with 3+ major plans, recommending the middle priced one
that is at 75% the original very expensive estimate given to us last year. The
lowest price option was shown to be inadequate for COA activities and would be
only as one person said “moving the COA from one deficient site to another”.

It was also clear that remaining on the school site means we “must”, according
to the committee leadership, include in our community center renovating or
rebuilding space for the after school program called “LEAP”, despite many
residents giving input that this program is the school’s responsibility and not
that of a Community Center. In addition there are safety issues related to
traffic patterns, increased cars and children walking or on bikes to get to and
from school and activities.

Furthermore, it was clear from the lack of discussion on the topic last night,
that there was no SERIOUS consideration by the committee of other sites
throughout Town that could be appropriate for a community center, particularly
COA functions. While Bemis Hall and the Pierce House have been visited, no
details about what it would take to renovate them have been presented, nor has
anyone taken the time to investigate whether the Town could use other buildings
or space, historic or otherwise, along Lincoln Rd or nearby and renovate any of
them for a community center that at least houses the COA. Mainly, the committee
remains on the school campus because it is the best place for Parks and Rec to
be and many people want to mix generations in a “Community Center for All”.

I would like to propose that a new Town Committee be formed of concerned
residents, who would still like to see the Town have a safe and up-to-date
improved space for a COA, to conduct activities, but do not want taxes raised
any further, and be a committee that SERIOUSLY examines existing sites that
could be renovated, even if it means the cost of purchasing them for the Town.
I would be happy to serve on such a committee. In the mean time until this
committee does its work, we should put the Building Committee and architects on
hold and not have a special Town Meeting to vote on the School site options in
December. When Town’s residents selected the school site as the “best” for a
community center, they did not know what we know now.

Subject: [LincolnTalk] In support of the Lincoln Community Center

In Support of a Community Center

Recently I attended the CCBC meeting in an effort to learn more about the
process and the objections to a new building.

I believe that we need to work together in a cooperative way. When the schools
were rebuilt it was a huge cost to taxpayers. My taxes went up significantly,
but I was willing to pay them because I believed that it is important to pay it
forward to support the generation that is coming behind us. I have no kids,
but I know education is one of the most important things we can do for our
children, our future, and our country.

During the time that the schools were being built, folks that use the Rec.
Department and the Council on Aging And Human Services were told to be patient.
Once the schools are built, a Community Center will follow. But low and
behold there has been a huge pushback. There are a number of people who want
to reduce the building size significantly! This will make it difficult for the
current programming to happen. We have been told that activities could be
housed elsewhere. (That would put huge stress on the employees of all three
departments, who would have to drive all over.) We were told that people are
being forced out of town because they can’t afford the taxes. I have talked to
others who dispute this assertion. There are those who are demanding the Parks
and Rec Department and the COA take data proving the value of the project.
This put tremendous strain on the FOUR full-time employees at the COA. How can
they do their real jobs if there is continuous demand that they prove their
value? Perhaps those asking for and needing additional data could come and
gather it themselves.

I attend many events at the COA and before the Pandemic I was at the Rec
Department taking classes twice every week.

I think it would really help those who question the value of this new build is
to take the time to attend classes and activities at both the COA and the REC
Department. By attending programs/activities over time and talking to
participants you will see the real value of what is provided as well as some of
the concerns about the current spaces. This can’t be done on a drop-in basis.
One needs to spend time in order to fully experience the programs that are
provided. And there is so much more programing that could be provided. Off the
top of my head I can think of 5 or 6 new classes that would be great - Story
telling, Improvisation, sign language, Granny and Grandpa reading programs with
little kids, support groups for struggling kids, text support provide by the
middle schoolers, self-defense and much more. But we need a building with
enough space to accommodate programming and to meet the needs of the hoards of
baby boomers who are knocking at the door.

I do understand the concerns of people about costs, but if a build continues to
be put on hold, or a new building can’t meet programming needs what is the
point? Costs will only go up and up. I don’t see them ever going down. Now
is the time to seize the day and build something that everyone can be truly
proud of. Lincoln is a town filled with creative and thoughtful minds. We
need to work closely and collaboratively together to find a good solution to
meet the needs of all!

Thanks, Sally

[LincolnTalk] It Ain't Over

2023-06-14 Thread Barbara Low
Just went to the Dedham Community Theater to see It Ain't Over, a documentary
about Yogi Berra. This was a fabulous movie for any baseball fans or fans of
Yogi's profound statements such as "When you see a fork in the road, take it."
or "It's deja vue all over again." The movie is running until June 22.

The theater is nice (not a multi-plex) and there is parking around the corner
in a free lot. Checking IMDB, viewers gave it an 8.1 of 10 and the critics gave
it a 78 out of 100.

This film was funny and touching and historic.

Re: [LincolnTalk] Community Center - more in-depth analysis and observations. Is it time for a course correction?

2023-05-10 Thread Barbara Low
With regard to the COA using various locations for their programming, the
staff of the COA cannot easily run programming in multiple locations and
still do the other work they need to do. Programming is a large part of what
the COA does but there is also the social work/counseling/problem solving
aspects of their jobs. Their jobs cannot be well done if they are running from
site to site to manage programming. And Bemis is inadequate for the needs of
the senior citizens -- access to the building, bathroom facilities (the
handicapped bathrooms are in the basement and the large group programming is on
the second floor), and private office space is lacking to have the necessary
confidential meetings.

I think many of the people complaining about the community center are not folks
who are currently using the COA services. Your day will come.

Ruth Ann - I can’t speak for others, but I am not disagreeing with the location
of the proposed community center. I agree if one was to be built, the Hartwell
location is the optimal one.

I am disagreeing that we need a community center at all. I don’t think we
should build one. Instead I think we should replace the current “pods” with
new ones to accommodate LEAP and PRD. Keep the existing locations and modestly
expand the footprints. Upgrade the other existing facilities to the extent
needed to accommodate our current programming.

That solution is perhaps $5-8m and accomplished all of the mission critical
objectives.

Candidly, looking at the actual list of programs there are only nine (9) things
on there that can’t continue to stay where they are. And those nine things
don’t even close to justify the construction of a new building, in my opinion.
I’d encourage other taxpayers to look at the list and see if they think it
justifies a solution of the scope and scale proposed.

I think the reality is, because of our small size, our town requires the
“decentralized” approach we’ve used to date.

If a large group of people want to propose a different location, please form

You can get a head start by looking at the previous studies that considered

Underused town resources require maintenance

We are a small town with many underused town resources. Some of our town

Bemis needs a refresh and it will require ongoing maintenance even if we build

Why not create a better use of the building than a Wedding Factory?

The world also appears to be going more and more digital. Could some of the

Parking at Bemis Hall is an issue. To park in front of Bemis (in the few spaces
that are there), means backing out onto Bedford Road which is scary and

Hello, Lynne. I agree wholeheartedly, that the CCBC and ICON are “aiming high”
and monolithically. Given the number of vacant and under-utilized spaces in
town, I cannot endorse the construction of an expensive large new building.
The very people that it is aiming to serve may not be able to afford the
increase in their taxes.

Various people have asked, if such a building is constructed, what will happen
to Bemis Hall, one of our town’s fine old buildings?

I agree that Bemis needs refurbishment and upgrades to serve the COA
programs, going forward. What would be the cost of the necessary
refurbishments?

Pierce House has been mentioned as being suitable for some COA activities.
Is anyone pursuing this option? Again, upgrades (e.g. accessible bathrooms, an
elevator) might be needed and their cost should be investigated.

There is vacant space in the Mall area, and other space that might be
re-purposed.

Lastly, I would like to learn more about Wayland’s plans for a community center
– much smaller for a significantly larger town, and much less costly. Someone
on the CCBC should look into this.

Several good points were made in the posting entitled “Why the Community Center
must be at Harwell,” but I strongly objected to the use of the word “must.”
That set the tone that the decision had already been made, and that further
community input (as to alternatives to Hartwell) was not being welcomed.

Let’s indeed be creative and further explore the options that have been put out
there.

Below is the article I wrote for the Lincoln Squirrel on the April 25 Forum.

The Community Center Building Committee (CCBC), with the help of ICON
Architecture, is hitting its stride. At the April 25th Forum, I was glad to see
a draft of space needs for a new building but disappointed by the size and
number of rooms being considered.

ICON project manager Mark McKivitz emphasized that the draft was preliminary
and will be fleshed out in the next two weeks, but the 18,000 square feet for
the Parks & Recreation Department and the Council on Aging & Human Services
plus 5,000 square feet for the LEAP after-school program is a huge starting
point — 23,000 square feet of new space! The architects said they think a
two-story building will be required and much site development will be needed.

The volunteers and the architects are working hard and I appreciate this
effort. However, they all seem convinced that a totally new building is the way
to go. I am still not convinced. Given today’s high interest rates,
inflation-affected construction costs, and the resulting impact on taxes, I
still hope for a more creative solution involving renovation of current spaces
and the use of the many acceptable spaces in town. At minimum, we must see a
50% option for a new building, not just a 75% option.

CCBC is truly committed to getting the community involved and has scheduled
public forums on May 23 and June 13. Their communications have ramped up on
LincolnTalk and those who are on the CCBC mailing list are receiving updates
regularly.

The town must do something about the need for improved space for PRD and for
COA, and the CCBC wants the community to participate now rather than wait
until the vote at the Special Town Meeting in November. I urge everyone in town
to sign up on the CCBC mailing list and attend the upcoming forums [editor’s
note: the next one is on Tuesday, May 23]. Information is on the CCBC website
at LincolnCommunityCenter.com.

Re: [LincolnTalk] Lincoln School attrition data going back to 2016

2023-03-22 Thread Barbara Low
I do think it is important to understand if students are leaving because of
dissatisfaction. It is difficult to improve if a system does not know where the
dissatisfaction comes from and whether it is something that can be addressed
and improved. Maybe some things cannot be fixed. If someone is looking for more
athletics, that may be hard to fix with a small school. If someone leaves
because they are not being challenged sufficiently, that is something that can
be examined.

 Maybe that is already done.

Some might be reluctant to answer a survey, or participate in an interview, but
simply documenting where the child went would give some clues.

Going back as far as 2016, Lincoln School consistently has the highest

this data is a very manual process, which is why I focused on our similar

It's not a difference of 1 - 2 students. Carlisle has a similar size to ours
(383 in grades 2-7 versus our 356). If we had had their attrition coming into
2022-2023, we would have lost 18 fewer children. I am not making an assumption

Carlisle2.7 3.7 4.0 2.9 4.3 2.3 3.5
Dover/Sherborn 2.7 3.0 3.1 3.1 4.8 4.1 3.0
Lexington 3.7 3.0 4.0 2.5 6.2 5.9 4.2

Going back as far as 2016, Lincoln School consistently has the highest
attrition in this group (with only one single exception in 2021 where Lexington
was higher, but we were still higher than Carlisle and Dover/Sherborn). Getting
this data is a very manual process, which is why I focused on our similar
districts plus Lexington that was used as a comparison, but I am happy to add
other towns if people are interested.

It's not a difference of 1 - 2 students. Carlisle has a similar size to ours
(383 in grades 2-7 versus our 356). If we had had their attrition coming into
2022-2023, we would have lost 18 fewer children. I am not making an assumption
as to why our attrition is higher, but I do think it is worth investigating.

Re: [LincolnTalk] Lincoln School attrition data going back to 2016

2023-03-22 Thread Barbara Low
Without exit interviews, we don't know why that is taking place. And if a child
is removed from the Lincoln School for whatever reason, it is very easy for the
rest of the children in the family to follow even if they lack the
precipitating issue. Different vacation schedules can be a very strong reason
for the family's convenience. How do we not lose the first child? No one should
object to gathering more information so school actions are not taken or avoided
due to ignorance.

I've been in Lincoln for over 30 years now and parents have been moving kids
out of Lincoln schools ever since I can remember. They do it for a variety of
reasons and academic excellence is often not the main reason. At different
times I remember parents being concerned about discipline in the schools, lack
of structure, lack of desired extracurricular activities, etc. Very often,
many parents want their kids to go to schools similar to the ones they went to,
whether that means private schools, parochial schools, more structured, ...,

I'd caution against taking this data as a sign that Lincoln schools aren't

After yesterday's candidate forum, I am writing to express support for Peter
Buchthal for the school committee because he appears to be the only candidate
to put academics at the center of his priorities.

As a parent of several children who have gone through Lincoln school, this has
been my biggest concern with the school for the past 10+ years.

It is also very much a question of equity. Many families in Lincoln have the
resources to fill the gaps in the education that their children are receiving:
private after school educational programs, tutoring, summer programs, etc. But
for families that lack these resources, whatever they get from our public
school is it. So out of fairness to those who are not in a position to
supplement their child's education, the educational expectations and offerings
of the public school program need to be high.

Peter Buchthal would be a voice on the committee to help academics get the
attention it deserves.

The fact that we have cable TV and coverage, video and audio of almost all town

He had a vision that we would have video, digital and audio records to educate
current and leave for future generations.
He was tireless and he was everywhere, even when illness began to sap his
boundless energy.

And then there was his infamous sweet tooth and love of kids.
Jim’s house became the town go-to spot for Lincoln’s trick-or-treaters.
He loved kids and he loved providing way more candy than anyone could imagine,
so Halloween was a major holiday at Jim’s.

Jim’s generosity of time and talent did not stop at Lincoln’s (or Concord’s)

Re: [LincolnTalk] Let's not rush choosing our new Middle School Principal

2023-02-03 Thread Barbara Low
Reviewing the search committee list makes me view a delay in selecting a new
middle school principal even more important. Not only will the new
superintendent have no say when there is opportunity to build part of one's own
team, but the lack of resident parents and community representation is
insulting. When Sharon Hobbs was selected many years ago, there was at least
one community representative that was part of the search committee. I know that

Jessica is not a Lincoln parent nor a Lincoln resident. She is a Metco parent.
I'm a bit shocked why we didn't have at least a couple of Lincoln resident
parents to represent the 400+ students from the town of Lincoln.

Once the Superintendent gave notice that she is retiring, the scope of her work
responsibilities automatically changed. The document you linked to never
considered the unusual conditions of Superintendent responsibilities during the
period after giving notice until a new Superintendent comes on board. I feel
strongly that It is not fair to ask a new Superintendent to make important
decisions before she is a full time employee of the town.

Given the immense importance of getting this candidate right and ensuring that

FYI- 7th grade has 4 homerooms/advisories, but there are only 3 sections for

This underscores the challenges (and costs) of running a small district such as

If we cut one section from Grade 5, we end up with 2 sections with 26 students

Teachers are not completely fungible - cutting a section THIS year may not make
sense if there's a large grade coming next year. Look at our current

For the middle school grades, there are four core subject areas: math,
English, science, and social studies. Cutting a science teacher (say) this
year and having (say) the math teacher cover science, only to have to re-hire a
science teacher back in 2 years -- not a great strategy. Locating, recruiting,

My general point on this general topic, respectfully: numbers on a table don't

I was not suggesting that grade 5 should be reduced to 2 sections. But 7 and 8
have the same number of kids and 4 sections.

Is it not possible for a subject specialist in the middle school to teach both
7th and 8th grades? 13 kids per class is off the scale! Eliminating a staff
member then having to replace in a couple of years may not be optimal, but
neither are classes of 13 kids and the cost to staff these tiny sections. There
has to be some middle ground that works.

Re: [LincolnTalk] Jake Lehrhoff for School Committee on our schools, budget, and outcomes Inbox

2023-01-26 Thread Barbara Low
I've been following the recent discussion about the Lincoln Public School. My
youngest is now 35, so my days of following the school and school committee on
a continuing basis are long gone. (And I purchase much less Milanta than I used
to.)

I looked at the October 1, 2022 Lincoln Class Enrollment document. Perhaps
those October 1 numbers are not still current, but I was pretty shocked with
the numbers I saw.

Grade 5 has 52 students divided in 3 sections of about 17 students each.
Grade 6 has 60 students in 4 sections of 15 each
Grades 7 and 8 have 52 students each in 4 sections each for an average class
size of 13 each.

I served eons ago on the class size subcommittee of the school committee. My
memory has faded somewhat with age, but no grade was recommended to be 15 or 13
students per section. The maximum for grades 6-8 is 24. While we don't need to
hit the maximum, the existing numbers are nuts!

As the cost to run the school system is quite large, not including our debt to
pay for a $93+ million school project, I would hope the school staff and
administration will look long and hard at the reasonableness of these small
class sizes and give some thought to the tax payers who fund them.

Thank you Jake for engaging in a discussion about our school and the issues.
Lincoln Talk is a great way for the town's voters to learn more about the
issues our town faces. Through online debate and open meetings, hopefully, our
town will get better and stronger.

I'm not sure I follow your reasoning. At one point your email says: "if you
keep hunting for new data, you can inadvertently bend the data to your will and
draw a biased conclusion" but further down you also mention "I am confident
that there is more data out there explaining the value of our towns investment
and the exemplary outcomes for Lincoln K-8 students."

Could you please define "exemplary outcomes" and how would you approach looking
for this new data without drawing a pre-ordained, biased conclusion that you
didn't want to make in your first sentence above.

Do you have other examples in mind when you say that high-schools have a lower
cost per student. Using the DESE data from our neighbors, four out of five
elementary/middle schools have lower cost per student than their corresponding
high-schools. The DESE data for Lincoln includes Hanscom and Lincoln together.

[Screenshot 2023-01-25 at 10.37.26 PM.png]

This has been debated in the past, but I would argue that Lincoln's district
is unique because of Hanscom and a higher percentage METCO population as both
are paid for by third parties. If you look exclusively at students paid for
by local taxpayers we are way more expensive than Weston.

Do you think our ultra small class sizes in the middle school is a good use of
taxpayer funds? We currently have 4 sections each of 7th and 8th graders where
the average class is only 13 students. Our maximum recommended class size in
7th and 8th grade is 24 students. Why shouldn't we drop a section in each
grade? Do you think it's possible that our poor engagement numbers from our
middle schoolers may come from the fact the our classes are too small and
students don't have enough of their friends with them in class all day? Do
you support rubber stamping next year's school budget that maintains this
year's ultra small classes in our middle school? Is there something in our
demographics that gives you (and our other current school committee members)
optimism that our middle school will soon get a significant increase in
students that warrants maintaining 4 sections in 6th, 7th and 8th grade? Only
the current 4th graders have 4 sections. K,1,2,3,5 all are running with 3
sections.

I believe candidates for any elected office should have opinions about what is
going well and what needs improvement in their soon to be governed
organizations.

I admire your optimism that everything is great and the future will only get
better. But, as a candidate running for school office without ever having a
child in our school, may I suggest you talk to as many parents with children of
different grades as possible so that they share with you their experiences as a
parent at the Lincoln School. This will allow you to further develop
priorities and ideas to improve the school. We all look forward to learning
more from you and asking further questions on the issues.

Thank you so much,
Peter

Dear Neighbors,
We had a large tree come down in our front yard last night/Friday. Luckily, it
did not hit our house, but it did heavily damage a beloved dogwood, and we are
now in need of clearing and advice. I have the Lincoln talks list, but wondered
if any of you have a trusted arborist who might be available at this time?
Thank you and safe, happy Holidays,

People seem enamored with the name "Community Center" without really looking at
the space needs of both the COA and the Rec Department together.

As the parent of three kids, most of the Parks and Rec Department programming
that we use and love today is outdoors on a sports field, tennis court, pool,
or school gym. I can't imagine allocating a new indoor 12,500 sqf facility
(1/2 of the Community Center) to the Parks and Rec program offerings. Most
indoor oriented Parks and Rec usage forecasts appear aspirational, not
addressing defined needs. Most of the offerings that are indoors, could surely
be located in the new school after school hours at minimal extra cost. From
the 2018 Community Center Final Report "The PRD runs some programs on weekdays
during school hours, such as exercise classes for adults, but most of its
offerings are held for children after school, on weekday evenings, and on
weekends."

It is clear that the combination of Parks and Rec with the COA is a marriage of
convenience and may not be a good use of tax dollars. With few indoor
activities outside of facilities provided today by the Gym, Parks and Rec
hasn't justified their need for 12,500 sqf of new space.

I propose a 2nd Warrant of 50K-75K that could be voted upon that would fund a
proper current needs analysis. The output of this study should be a slimmed
down COA that is no longer an architectural statement but a functional, clean
and enjoyable COA. This building could be a renovated Pierce, Bemis or new
facility at Hartwell.

A No vote on Warrant 1 is not a NO for everything, just this oversized, ill
conceived marriage of COA and the Parks and Recreation department called
"Community Center"

Whatever we do, wherever we build it and whatever it costs let us not lose this
opportunity to build a much needed Community Center ( or Village Hall as some
Europeans call it ). There has been a tremendous amount of thought, time,
resources and consensus through multiple committees over ten years to develop a
plan at Hartwell. If we vote no on allocating money for architecture and
engineering relook/ revamp of existing plans we will have to eventually
duplicate dollars for services we have already purchased.
My hope is that we can relook at the work that has been done and find a way to
reduce costs to a palatable level. Then let’s see what the private fundraising
group can do to help reduce taxes further on the project.
History shows that a community center can unite a community, offer educational
opportunities, provide much needed facilities, promote health and well-being,
encourage creativity and culture, enhance the ability to share valuable
information,
support a wide variety of community projects, combat loneliness, positively
affect lives of younger people, provide volunteer activities.
Now more than ever we live in challenging times that require us to pull
together to bring as much community support as possible to all of our Lincoln
residents.
I hope you will consider voting
YES on Wednesday evening.

Now no one should be taking down anyone's private property but people can
disagree whether BLM is an actual upstanding and law abiding group when people
who supported BLM burned down blocks of Cities including a Federal Court House,
a Police Station, and a Post Office, also torched tax payer funded police cars

Let's please hold off on the Community Center for this fiscal year and wait to
see how the spaces at the new school buildings can be used.

And if you're going to have a shuttle, why not take them to Waltham to

Star Market. Ask where people want to go, not where you want people
to go.

Also ask whether this is to be an occasional thing or a service people

2022-11-13 Thread Barbara Low
The purpose of a combined building prevents duplication of spaces, promotes
intergenerational activities, and makes better use of the spaces. Senior adults
might be in the morning and after-school activities later in the day in the
same space.

This is a COMMUNITY CENTER, not a COA facility or a Parks and Rec facility.
It is for the community as a whole.

School spaces cannot be used by the community during the school day.

can be done with lighting, plants, and interesting materials—again, not $24

I’d like to add to this discussion a possible solution to the parking problem
at Bemis Hall. I don’t want to give in to parking lots as the only fix. I hope
we can explore further the idea of a small (electric) van or car that would run
on schedules timed for Events at Bemis Hall. People could park at pierce House,
Hartwell pods, or even the Mall and get rides to Bemis. Perhaps some of us
could form a study group to cost out such a service.

I am more than willing to spend money to do a gut renovation of Bemis as we did
for Town Offices. Seeing these beautiful old buildings repurposed for modern
usage seems like a Lincoln value.

Any thoughts?

Hi Krystal -

Thanks for sharing these thoughts, and for the work the committee has done over
the years on this issue. I recognize it's a volunteer endeavor, and genuinely
appreciate that.

What I'm struggling with - and what I think many other folks are struggling
with as well - is that we haven’t seen any alternatives that take into account
any existing fiscal constraints. No one has provided a substantive response to
the specific concerns I raised previously.

Basically I said “guys I don’t think we can afford a $25m+ community center and
here’s exactly why, in detail” and the response thus far has been “we’ve wanted
it for ten years, we’ve studied it, and it’s the only solution. It will be
great for the community.”

Look - a $25M+ community center sounds amazing, and candidly I’d love to use
it. But I also recognize that;

(a) we can't afford it without raising taxes by a lot,
(b) it costs a lot more to build and finance then it did in previous years,
which changes the calculus and previous analyses are no longer valid,
(c) we have to operate it once we build it, and that’s a long term commitment,
(d) the town has other mission-critical priorities (like DPW for example) that
also need to be paid for, and
(e) we just built and renovated a very expensive school.

What you've presented feels like two options. One, we build a $25M+ community
center. Or two, we hack together using only what we have.

I personally would like to see Option 3 and Option 4, where we prioritize and
improve certain mission critical items (like the LEAP pod for example), and
optimize other under-utilized spaces - all in the context of a capital budget
that manages people's expectations and reconciles needs and wants with economic
and fiscal realities.

I know and understand this community center project is a labor of love for
many, but to be candid, it just doesn't feel to me like there is town support
for a $25M community center and if that's the case we need to evaluate whether
it's prudent to spend over $300K developing designs for something Lincoln won't
vote to actually build.

Re: [LincolnTalk] Swap table children books question

2022-07-01 Thread Barbara Low
Books left in the bins at the 117 gas station, Donelan's, Tracey's, and soon
the transfer station, result in payments to the Friends of the Lincoln Library
to help fund all the programs, museum passes, and furnishings we provide for
the library. We earned $1400 for the first three quarters of the fiscal year
and have not yet received payment for the fourth quarter which ended yesterday.

Members of the Friends review books at the transfer station and retrieve books
that are in excellent condition and not more than 5 or so years ago. These
books are sold at the carts in the library.

Donating books to the bins are a big help to the Friends of the Lincoln Library

If your children are on Lincoln Talk or scrolling through Lincoln Talk and see

Could be a great teaching tool for kids who have porn thrown in their faces via

I, too, did not see anything objectionable about what Dennis wrote. When I got

Dennis,

When I saw this email I was miffed as to why you would have been put on
moderation as your posted are always well thought out, thorough (sometimes too
thorough), always given links to your sources. I and many others have found you
comments informative. There was maybe one instance when you and another former
Selectman went back and forth similar to this yet neither of you were put on
moderation

There were many responses stating they enjoyed the back and forth. Neither one
of you were rude or disrespectful of each other so who knows.

It would be a shame to lose your posts on subjects and the time and care you
put into topics you comment on. I hope you take some time and decide to
comeback and offer your thoughts to important topics.

I too have noticed that an opposing view gets treated differently so I can not
blame you for feeling frustrated. Perhaps some management here have gone “nose
deaf” to their friends and opinions they agree with. But as you said it is
their sandbox and they may do as they wish. Hopefully you won’t mind jumping

This is very well expressed. There is some material that people need to know,
not obscure material but math facts and basic English skills and how many
inches in a foot and feet in a yard, etc.

I remember grocery shopping with my mother when I was a child before electronic
cash registers. The bill was $13.27. My mother gave the cashier $15.02 and the
clerk had no clue how to compute the change ($1.75). There is not always a
computer or calculator. Some things should be known.

Subject: [LincolnTalk] Lincoln School Committee candidates

Hi all,

I was quite dismayed by some of the notions expressed by the candidates for
Lincoln School Committee during the candidate forum. The Lincoln Squirrel
provided the following:

"Kim Rajdev implied that the goals of AIDE are not well served by having
children grouped by ability. “It really pains me when I hear a very young child
say ‘I’m not good at math’,” she said. The schools need to “move away from
content and more toward adaptability and teamwork skills… thinking on our feet.”

and

"Dwyer echoed Rajdev’s sentiment. “What students specifically learn today will
be irrelevant as a flip phone 20 years from now.""

Uh oh. Content is precisely what I want our schools to teach. Knowledge does
matter and, no, it won't be irrelevant years from now. (That very notion is
bizarre. How will math, history, or literature be irrelevant in 20 years?) Mr.
Dwyer opened his presentation during the forum by mentioning the low ranking of
Lincoln's school system and his concern over the departure of Lincoln students
for private school programs. I would argue that content is a primary driving
force behind that migration. It's certainly why I send my kids to private math
programs after school. And with regard to students saying "I'm not good at
math: It is not clear to me those students would stop saying "I'm not good at
math" if they were grouped together with kids that are exceptionally quick or
advanced in math. It's also not fair to require the kids that are quick at math
to do work that is unchallenging.

I'm hoping these impressions of the attitudes of the candidates are somehow
incorrect.

When a happy couple decides to get married, the first step in making that
official is to visit the town clerk’s office and complete, under oath, the
“Notice of Intention of Marriage” form. Present-day marriage intentions in
Massachusetts evolved from marriage banns, a religious custom in which a couple
announced to their local congregation that they planned to marry. Intentions
were written notices presented to the local civil authority, posted in a public
place for a given period of time prior to the event, and recorded in a
register. These provided an opportunity for members of the community to raise
any objections or reveal any legal impediments to the forthcoming marriage.

Historical marriage intention registers are rich with genealogical information
that is sometimes unavailable elsewhere. The Commonwealth of Massachusetts
requires that municipalities maintain their marriage intention registers as
permanent records.

In 2020, the Northeast Document Conservation Center (NEDCC) in Andover proposed
to treat one of Lincoln’s treasured archival items, the Register of Marriage
Intentions from 1850-1912, to demonstrate their conservation processes for a
video produced by the online news publication Insider. This fascinating
9-minute video (link below), which has had over a million views, shows in
detail the painstaking conservation process. Although the town of Lincoln is
not specifically mentioned, our participation in this project saved the town
$7,260 (the cost of the conservation work, which was provided at no charge).

Hello Christina,

The pre-treatment process that we perform uses a brine solution. Brine is a
mixture of water and salt. Application of the pre-treatment process has been
very successful so far for us. Applying it prior to a storm event allows the
snow or ice to melt as soon as it hits the pavement and thus prevents a bond
between the ice and the pavement surface.

We use techniques such as the pre-treatment process and saddle tanks to
minimize material used during winter storm events while still providing for
important public safety.

Should you have any questions, please don’t hesitate to contact the DPW office
at 781-259-8999.

Hi Christina,

I don’t think it’s salt.

Back in the dinosaur days, when I was on the BoS (not Select Board yet), we
authorized a new mix for pre-treating roads.

As best as I can recall, it dod not include salt, but memory may fail me and
maybe things have changed.

Chris Bibbo (copied here) is DPW Superintendent and should have the answer.

Re: [LincolnTalk] transfer station stickers

2022-01-04 Thread Barbara Low
In the past you had to appear and show your registration to get a sticker tied
to your plate. Not sure they can be mailed out without verifying the cars we

So if all of them are expiring at the same time, in August, when do they want
us to reapply? It doesn’t say on the website. Seems like they set themselves up
to mail out a couple thousand in August.

[LincolnTalk] Updates for 2022 Lincoln Directory

2021-12-29 Thread Barbara Low
Dear Lincoln Residents:

This is a reminder that the deadline for updating or adding your information
for the 2022 Lincoln Directory white pages is January 7, 2022.

Listings that ran in the 2019 edition and require no editing will remain. If,
however, you are new to town or want to correct or add to your entry, time is
running out.

There are three ways to provide updated information. Send us an email at
lincolnphoneb...@gmail.com<mailto:lincolnphoneb...@gmail.com>, fill out the
yellow card you received and mail it back to the Friends, or drop the card with
your new information at the Lincoln Library. The Library also has extra copies
of the cards.

The deadline to have your information included in the Spring 2022 Directory is
January 7, 2022.

Don't forget, we never sell the information gathered for the Directory, nor to
we put it on line.

Many thanks to The Commons for their generous support in helping to fund the
mailing.

Re: [LincolnTalk] Next school COVID tests Monday

2021-12-15 Thread Barbara Low
As a person with no children in the school but concern about the spread of the
virus, I am delighted to learn that there were no cases in the school when
testing was done this week.

I am glad the information was provided for all readers of Lincoln Talk.

[LincolnTalk] Oops...Mistake in Friends of the Lincoln Library Mailing

2021-12-03 Thread Barbara Low
Dear Lincoln resident,

In the last few days, you should have received a green Annual Appeal letter
from the Friends of the Lincoln Library. There is a typo in the website listed
on the reply envelope. If you want to donate via PayPal, please go to the
correct link: lincolnpl.org/about/friends to locate the Donate button. You may
also use the QR code on the envelope.

We appreciate your support for the Lincoln Library. Your contributions pay for
many items not covered in the town budget: children and adult programs, museum
passes, and special equipment and furnishings.

Sorry for the confusion! Thanks to all our contributors.

Re: [LincolnTalk] New resident - school questions

2021-11-11 Thread Barbara Low
Don't forget to go to the Lincoln Library and meet the fabulous children's
librarians and the rest of the wonderful staff. If you do not already have a
library card for the Minuteman Network, get library cards for the family. Some
activities are live and some are on zoom. The library is one of Lincoln's best
assets.

Welcome to Lincoln!

Lincoln Family Association is a good place to start.
I expect someone will reach out to you soon, if they haven’t already.

Then, go to Town Office and talk to the Town Clerk, Valerie Fox.
She can point you in a lot of directions.
And, while there, head to the Conservation Commission to buy a trail map, and
the Lincoln Trail Guide, published by the Linocln Land Conservation Trust.
Also check in with Park & Recreation to get the flyer on programs.

That’s a beginning.

Best,
Sara

It looks like "different people" have "signed" the letter to different parts of
town. Neither of the names appear in the Lincoln Phone Book (although it is a
