[LincolnTalk] the Rural land foundation and the Housing Choice Act
The Rural Land Foundation wants to partner with Civico to build commercial and residential buildings in Lincoln Center. I understand that the foundation has $5 million in debt ( https://projects.propublica.org/nonprofits/organizations/46132391 ) and commercial development will pay off that debt and put a more money in their pockets. Civico wants to build because they will make millions on it. Bear in mind that the HCA DOES NOT COVER ANY COMMERCIAL BUILDING. I asked Jennifer Glass if the town was funding the $2 to $3 million upgrade in the septic system that this project would cost and she kindly emailed me back. She said, in part : "If we approve HCA zoning, we remain eligible for state grants such as MassWorks, which could contribute a significant amount to the waste water treatment system upgrade. The Town, in conjunction with The Community Builders (which owns Lincoln Woods and owns the waste water treatment plant), could apply for such a grant, and would be willing to do so. " In other words, the town would apply for state grant money to pay for part of the septic upgrade for this commercial development. We are told that we need to be able to apply for state grants as part of the HCA approval in order to upgrade the sewer system of the town. Would that project be in line after the septic system upgrade request? And all of this is done assuming that Lincoln gets the grants that it applies for. Abiding by the HCA rules only gets Lincoln in line for the grants. It does not guarantee approval for them. I believe that any commercial development in Lincoln Center should be done in the usual manner requiring a 2/3 town meeting vote. The discussion about the HCA needs some clarification as to why some folks are upset with this process. The HCAWG has given the town proposals that only include large new buildings in the center of town. Initially that was because the law required 100% of the new housing to be near the commuter rail. But then the guidelines changed. Now Lincoln and other towns only have to have 20% by an enclosed bus station or near the commuter rail. At present, building 20% near the enclosed bus station at Hanscom, some at Battle Farm Road and some at the Commons *would completely fulfill* t*he letter of the law.* The bus there is cheaper and runs on time and is more frequent than the commuter rail. But HCAWG has not given us any option like that. I understand why some folks think that building only in the center of town is the right thing but I do not agree with them. I would like to have another choice on which to vote in which the build out is not in the center of town. Is it not called the Housing Choice Act for a reason ? I think there is a lot of speculation about HCA . It is important to know what is clear and not speculative. Once Lincoln rezones any land it is by rights changed forever ( "in perpetuity" ) and can be developed to a great density. Once we have given that away, we can no longer get it back. Once it is given away, any building permits for those areas can not be brought before town meeting to decide or not to decide. [LincolnTalk] the new school and code
Everyone keeps bringing up the process for building the new school. I understand that but you really need to understand the reasons why it happened. Frugal Lincoln folk wanted to fix the old buildings rather than incur the expense of building new buildings. But they did not understand that if you update heating or electricity, you have to bring it up to code. Nobody does cost benefit analysis for code. It is simply mandated . I asked some electricians at my house once about code. They said that the electricity companies mandated the code at the state level with the full approval of the state and that one time new code was mandated when the new equipment was not even ready yet! So complying with code put the cost up to close of what building a new building would cost. At that point the town agreed to go ahead and build the new school. But I believe that those concerned with cost gave up at that point. Those that continued wanted "green" at all cost. So we have a $105 million building that is very green and very expensive. Will it pay off in the long run? Who knows. I also would like to ask whether the new building was built, as hospitals are, so that up grading to code can be done easily. My guess is it is not. I think we will be paying for the new school for 30 years. By that time, will we need to build another school just to bring it up to code? -- The LincolnTalk mailing list. If "Littleton is working on a spacious 2 story senior center with lots of office space, activity and other dedicated rooms, dining hall etc. etc for under 15 Million " and their population is around 10,000 and Wayland has a projected cost of 4.5 million ( from 2018), why is Lincoln's projected cost $25 million? What am I missing here? We are talking almost twice the cost of Littleton's center and in todays dollars at least three times the cost of Waylands. Lincoln used to be a frugal old Yankee town. I think that is long gone. Why is the projected cost of Lincoln's so much higher than the surrounding towns? Somebody smarter than I am may be able to answer that question. I think also that after spending $98 million on a new school no one is anxious for the town to take on more debt, especially since interest rates are rising. [LincolnTalk] natural gas prices - the big picture
To understand gas prices, you have to look at the whole world. That is simply amazing for me to say that! But the demand for oil and gas is worldwide and capitalistic. There is no world governing body to set or to control prices. That said, when demand exceeds supply, prices go up. The Biden administration has been discouraging oil and gas production in this country in order to promote solar and wind. If solar and wind become more price compatible with oil and gas, then people, being economically rational, will switch. One little known fact is that after fracking happened, and you can applaud it or hate it, the US became a huge producer of oil and gas. I think the US still produces more than Saudi Arabia, but I could be wrong. No wonder our prices were low! During that time Germany encouraged gas pipe lines from Russia. They thought this was a good idea. It is now seen as a terrible idea because Russia has cut the gas to 20% of the normal flow. The US is trying very hard to supply Europe, especially Germany and Italy with natural gas so that they do not freeze to death in the dark this winter. They are already starting to ration natural gas. Context is everything. If my prices double this winter, is that too little to pay to help Europe survive? -- The LincolnTalk mailing list. Good points Christopher. One thing I think is that we actually need more data.How many bikes are on which trails ? I remember the dogs off leash controversy some years ago and on Mt Misery. Dogs were allowed off leash only on certain trails .But what happens is people say or think:" My dog is well behaved" and they leave the animal off leash, The rules are not well posted nor are they well observed. Wild places are easily over-used and the total amount of usage matters. Choosing one single use is a possible way to limit total usage of a trail. To be fair, this might mean designating some trails for exclusive use of each type of user. There have been published stories illustrating poor behavior among various types of trail users. The enjoyment of our wonderful shared resources really depends on common courtesy and mutual respect from all. Hopefully there are people who can learn from these stories about little things that make the world better for other people. Chris, I hear you. I may respond at length later. One of the great things about Lincoln is called "the Lincoln way". It means that people discuss things endlessly and then finally come to a consensus. My point is not that bikers are bad, or even that some bikers are not enjoying nature. My point is that they change the experience of many folks whereas the opposite is not true. Please do not think I am demonizing people who bike! I think one unstated issue here is that most of those who oppose bike use like me, are elderly. Why not have most of the trails for use by those who cherish the quietness of the woods? I always wait a little to see what everybody has to say before I chime in. My former husband David and I moved to Lincoln in 1994 because of the conservation land. I could track deer out by back door! It was wonderful. David soon joined the conservation commission and served for many years. One issue that came up early was that of dogs off leash at Mount Misery. One off leash dog caused a horse to rear up, fortunately not injuring the rider and other dogs jumped on small children causing them much distress. Because Mount misery has plenty of parking, it was the focus of that discussion. One evening after the con com meeting Dave came home and poured himself stiff one. I said :" They have driven you to drink." And he laughed and said "Yes." In true Lincoln fashion there was much heated discussion, but eventually a good Lincoln compromise was made. Dogs were allowed off leash on certain trails at Mount MIsery and not on others. Of course that issue has never been revisited. I have several thoughts about bikes on trails, and obviously I compare that with dogs off or on leash. With both dogs off leash and bikes, there is a disturbance of the people on foot or on horseback. The walkers do not disturb the off leash dogs or the bicycle riders. The disturbance and lack of comfort caused is one way only : It bothers the walkers. I think that should be strongly considered. If bikes are allowed on all trails, will walkers stop coming? Where would they go if this resource that many have used for years is no longer usable for them? Especially during covid, folks appreciated the solace of nature unimpeded by noise or disturbance. The quietness is too important to be lost, because once it is lost, it will not be returning. I am hopeful that a classic Lincoln compromise can be made limiting bike use to only a few trails. Animal scat is notoriously hard to I.D. One key I.D for bear is size: how much of it is there? Both of those photos look to me like fall raccoon scat. Both seem way too small for bear. Wild canid scat is generally twisted and not a big series of lumps like these two. But the key is what is the animal eating? That will determine the shape of the scat.
