When building with DEB_BUILD_OPTIONS=parallel (which uses -j JOBS),
it doesn't honor the specified job number.

For example, with DEB_BUILD_OPTIONS=parallel=3, it will use the

A patch applying to 3.99.5+repack1-9 is attached.
This has been an upstream feature request for a while, and should be

Not AFAIK but I rarely use VLC now, it has completely crashed my
machine a few of time (I think hw accel) so I'm a bit wary of it.
