I would not expect MANPS to work. The problem is probably more than
only one package. 'man 7 ports' says this:

BUGS
 Use of the MANPS and MANZ variables is not supported.

Those variables are for the src tree.

Not everything in OpenBSD is useable by everything.  This is not just
an OpenBSD issue.  All systems of any kind have special features like
that which are not universally useable.
