New submission from Sumana Harihareswara : Add an --outdated flag to the build_docs.py script, which sets the 'outdated' value within HTML templates. See also https://github.com/python/docsbuild-scripts/pull/86 which also would need to be merged. [issue33215] PyPI API wiki pages should be mutable
