You hopefully shouldn't need to reboot, but you probably do need to
restart pidgin for it to notice the change.

Where are all the possible places Pidgin get it�s timestamp information
from, so I can verify the setting are correct?  The messages are online.

The timestamps that are attached to every IM sent or received if you
have the Show Timestamps box checked in an IM window.  Mine is
currently 5 hours ahead on my time, which is Central time.

I'll attach a copy of where the timestamps are.

Some protocols send the timestamp along with the message. It's really 
service dependent.
