this is a problem with the kernel. Starting with some version. I installed Lubuntu 18.04 on the usb hdd and checked on the 2 systems. On the desktop intel turns off and reboots without problems. On the laptop dell inspiron 1501 there are problems with the reboot and shutdown. The power does not turn off. But entering hibernate mode turns off the power normally.
