[Bug 1738661] [NEW] visualvm doesn't work with java9

to start visualvm and it gives some warnings.. shows the splash screen
for a few seconds, and then exits back to the terminal with no error

I know what pie is. It should not be enabled by default, the packages 
should specifically enable PIE by default. arblib cannot be built with 
it, http://arblib.org

I believe the problem is that 'idle cycle count' is reset due to some
loop problem where encfs itself acceses the filesystem repeatedly
without end, thus causing the usage to reset once a second or more.

The patch to nm-vpnc-service.conf above is incorrect, instead of
user=at_console it should be at_console=true

policy at_console=true
 allow own=org.freedesktop.NetworkManager.vpnc/
 allow send_destination=org.freedesktop.NetworkManager.vpnc/
/policy

This makes vpnc work, but still I set tons of rejected send messages
from dbus in /var/log/auth.log

Adding this line to /etc/dbus-1/system.conf makes the msg go away, and
probably fixes something too. I don't know if it is a security risk or
not.
